On the morning of March 1st, the School of Management and the Institute of Pharmaceutical Regulatory Science of Shandong University held a meeting for the construction of the National Medical Products Administration (NMPA) Regulatory Science Innovation Research Base. The two sides held in-depth discussions on key topics including base construction planning, resource integration, interdisciplinary collaboration and talent cultivation, aiming to jointly draw up a blueprint for all-round strategic cooperation and gather synergy for interdisciplinary coordinated development. Zang Hengchang, Executive Dean of the Institute of Pharmaceutical Regulatory Science and Director of the Base, Professor Lin Guimei from the School of Pharmaceutical Sciences and other core members of the base, as well as Yu Guodong, Assistant Dean of the School of Management, and Xin Jie, Director of the Department of Strategy and Innovation and Entrepreneurship, attended the meeting.
Based on national development strategies, the meeting clarified that the base construction will strictly adhere to political, scientific, technological, engineering and market standards. With the aim of leveraging social resources, aligning with national policies and promoting high-quality industrial development, the two sides will establish a strategic cooperative positioning by relying on the comprehensive university advantages of Shandong University. It was made clear at the meeting that the base construction will focus on promoting the establishment of a Research and Evaluation Center for Advanced Pharmaceutical Manufacturing and Regulatory Science, providing decision-making support for national regulation and solving development dilemmas for enterprises. Meanwhile, it planed to develop degree programs in regulatory science and launch practice-oriented training pathways, deepening industry-education integration in collaboration with institutions including the Advanced Training Institute of the NMPA and the Shandong Institute for Food and Drug Control.
Yu Guodong stated that the essence of management science is an applied discipline. Under the strategic background of the School of Management’s vigorous promotion of the “three major battles” of interdisciplinary collaboration, industry-education integration, and overseas expansion, this cooperation is of great significance. The School of Management will quickly draw up a plan framework, leverage the digital intelligence platform, and fully utilize its disciplinary advantages in strategic planning, organizational management, resource allocation, and quality control to promote the construction of an interdisciplinary regulatory science that deeply integrates management and pharmacy, contributing to the construction of a regulatory science discipline system for Shandong University based on AI and advanced drug manufacturing. Xin Jie said that future disciplinary development is bound to be scenario-based, boundaryless, and oriented towards national strategic needs and public needs. The Institute of Regulatory Science and the School of Management can leverage their respective advantages to achieve mutual complementarity and coordinated development, striving to enhance capabilities and strength in serving national major strategic needs. A detailed cooperation framework will be designed and specific cooperation projects will be implemented in the near future.
The meeting determined a timeline for progress, with both sides establishing a regular communication mechanism, quickly forming a joint team, and achieving phased results by 2026 to help Shandong University occupy a strategic advantage position in this field nationwide. The meeting also made detailed discussions on the School of Management undertaking related course teaching tasks and other work.
